Dr. Nitin Kareer
Former Chief Secretary, Govt. of Maharashtra,
Chairman of the sixth Maharashtra State Finance Commission.
Nitin Kareer is a former Indian Administrative Service officer and last served as the Chief Secretary to the Government of Maharashtra. He has been appointed as the Chairman of the sixth Maharashtra State Finance Commission. He is currently working as a Professor of Public Policy at the Indian Institute of Technology, Bombay and is associated with the Pune International Centre, an independent policy think tank.
Prior to becoming Chief Secretary, Nitin held several key positions in the state of Maharashtra, including District Collector of Sangli, Municipal Commissioner of Pune, Divisional Commissioner in the Revenue and Forest Department, Secretary to the Chief Minister of Maharashtra, and Commissioner in the Finance Department in Mumbai. His expertise and experience lies in taxation, land matters and urban development. Nitin holds a MBBS from Pune University.
Shri Vaibhav Dange

Shri Vaibhav Dange is a nation builder with over two decades of experience in infrastructure, economy, and governance. An MBA by qualification, he has played pivotal roles in government, industry, and civil society, with a clear mission to catalyse India’s emergence as a global infrastructure powerhouse.
He has served as Private Secretary to Shri Nitin Gadkari, Hon’ble Union Minister for Road Transport & Highways, where he was instrumental in translating the government’s ambitious vision of infrastructure development into action on the ground. As Advisor to the Ministry and NHAI, he contributed significantly to critical areas including PPPs, infra financing, electronic tolling, and revival of stalled projects. Earlier, as Deputy Director at FICCI, he promoted large-scale investment initiatives such as Vibrant Gujarat and Resurgent Rajasthan, while also shaping state-level reforms to strengthen India’s trade and commerce.
Shri Dange is the Founder of Build India Foundation, a thought-leadership platform focused on infrastructure excellence and nation-building. The Foundation organises the Build India Infrastructure Awards & Conferences, publishes research-driven conference reports, and creates platforms for dialogue on DPR quality, monitoring systems, financing models, and sustainable practices. Under his leadership, the Foundation has become a credible voice in India’s infrastructure policy ecosystem.
Alongside, Shri Dange plays a key role at the India Foundation of Green Energy (IFGE), where he actively contributes to policy advocacy and sustainable energy initiatives. His commitment to green and responsible development was recognised with the Green Champion Award by Network18, which celebrates leaders driving India’s sustainability agenda.
A prolific writer and speaker, Shri Dange has co-authored books including Accelerating India – 7 Years of Modi Government and Building Bridges: Shaping the Future. He also hosts the digital show “Build India with Vaibhav Dange”, which narrates stories of infrastructure projects and the people behind them.
Recognised internationally with the IEBF Excellence Award at the House of Lords, UK Parliament, and serving on the Board of Governors at IIM Nagpur, Shri Dange combines global perspectives with deep grassroots understanding of India’s economic challenges. His journey reflects a rare blend of strategic vision, policy experience, and passion for nation building.
Shri Nitin Gokhale

Nitin A. Gokhale is a communications specialist, media entrepreneur and one of the world’s most recognised and respected strategic affairs analyst. Author of more than a dozen books on military history, insurgencies and wars, Gokhale also specialises in strategic forecasts, risk assessments and futuristic predictions for businesses in South and South East Asia.
In his younger days Gokhale lived in and reported from India’s north-east between 1983 and 2006, covering insurgencies in the remote areas. He has moved on from conventional media such as Outlook and NDTV to become an independent media entrepreneur running three niche digital platforms—BharatShakti, StratNewsGlobal and StratNewsGlobal.tech—besides undertaking consultancy and training workshops in communications for military institutions, corporates and individuals.
Gokhale has reported the Kargil war from the front lines, was in Sri Lanka covering the Eelam war IV, besides travelling to remotest areas of Naxal heartland and Kashmir
In the past 42 years, he has traversed the entire spectrum across print, broadcast and digital space.
A well-known figure in military circles for having taught communication and strategy to generations of Indian military officers, he is an alumnus of the Asia-Pacific Centre for Security Studies in Hawaii.
He has authored over a dozen books on insurgencies and wars, including biographies of RN Kao, the founder of R&AW and Manohar Parrikar.
Gokhale now writes, lectures and analyses security and strategic matters in Indo-Pacific and travels regularly to US, Europe, Australia, South and South-East Asia to take part in various seminars and conferences.
He is also a popular visiting faculty at India’s Defence Services Staff College, the three war colleges, India's National Defence College, College of Defence Management and the IB’s intelligence school.

Under his stewardship, the park expanded into film production, eco-tourism, MICE, weddings, and large-scale celebrations, creating a model for holistic entertainment ecosystems in Asia.
